Is one of these your wall?

  • It's leaning or bulging

A lean that grows between two measurements a month apart is active movement. Anchors can often stop it without tearing the wall out.

  • You got a DOB or Local Law 37 letter

An Unsafe rating must be corrected within 90 days of the report, and late filing now costs $1,000 a month (1 RCNY §103-09).

  • Water is coming through the face

Wet stains, white mineral bloom or soil washing out at the toe mean the drainage behind the wall has failed — and the pressure on it has gone up.

  • The old wall is done

Rotted railroad ties, crumbling block, a wall that's rotating at the base: some walls are past repair, and a rebuild is the cheaper answer over ten years.

Retaining wall services, built into the hill.

Repairs, rebuilds, new walls and Local Law 37 compliance, built to the same standard: a drained backfill zone, a proper footing, and reinforcement where height and load call for it.

Published pricing

What retaining walls cost in NYC.

Published cost-guide figures, adjusted by the RSMeans New York City cost index (129.1). Your written price comes from a site visit; these ranges tell you whether you're in the right ballpark.

  • Retaining wall repair

    Anchoring a leaning section: ~$75–$105 / linear ft · Rebuilding a failed section: ~$90–$160 / linear ft

    $325 – $1,600typical minor repair

  • New segmental block wall

Geogrid and drainage zone included · Engineering extra on walls 4 ft+

$20 – $45per sq ft of wall face

  • Poured concrete wall

Reinforced, on a formed footing · Best for tall walls and driveways

$26 – $65per sq ft of wall face

What moves the price: exposed height (and whether it crosses 4 ft, which brings an engineer and a DOB permit), access (a rear-yard wall reached by hand through a rowhouse costs more than a wall at the curb), demolition and disposal of the old wall, the drainage work behind it, and permit and filing fees.

Retaining wall questions NYC owners ask first.

How much does a retaining wall cost in NYC?

Most new residential retaining walls in NYC fall between about $20 and $65 per square foot of wall face, depending on material: segmental block at the low end, poured concrete in the middle, natural stone higher. A 40-foot wall 3 feet high in block is about 120 square feet, so roughly $2,400 to $5,400 before engineering, demolition or difficult access.

Do I need a permit to build a retaining wall in NYC?

You need a DOB permit if the wall is 4 feet or taller, measured from the top of the footing, or if it supports a surcharge such as a driveway, a building or sloped ground above it. Those walls need plans filed by a licensed engineer or architect. Lower walls with nothing loading them don't need a permit (1 RCNY §101-14).

What is Local Law 37 and does it apply to my wall?

Local Law 37 of 2008 requires any retaining wall 10 feet or taller at any point that fronts a public right-of-way — a sidewalk, street, alley or public stair — to be inspected every five years by a Qualified Retaining Wall Inspector, a New York–licensed engineer. Staten Island's report is due by December 31, 2026, Queens' in 2027 and Brooklyn's in 2028.

Who is responsible for a retaining wall between two properties?

In New York City, a wall on the common lot line is the joint responsibility of both owners, split half and half (NYC Admin Code §28-305.1.1). A wall entirely on one lot belongs to that owner, and an owner who changes the grade has to build and maintain the wall on their own property at their own cost.

Can a leaning retaining wall be fixed without replacing it?

Often, yes. If the wall body is sound and the lean comes from soil and water pressure, helical anchors or tiebacks drilled through the wall into stable ground can hold it in place for a fraction of a rebuild's cost. If the wall is rotating at the footing or breaking apart, a rebuild is the honest answer.

Does homeowners insurance cover a retaining wall collapse?

Usually not when the cause is soil movement, water pressure or age — standard policies exclude those. A sudden event, like a car or a falling tree hitting the wall, may be covered under Other Structures, typically 10% of the dwelling limit on a standard HO-3 policy. Check your policy's exclusions and ask your agent before work starts.
