Common retaining wall problems on Staten Island.

  • Your LL37 report is due this year

Staten Island's Cycle 3 window closes December 31, 2026. Late filing now costs $1,000 a month on top of the $5,000-a-year failure-to-file penalty (1 RCNY §103-09, as amended March 2025).

  • The driveway wall is moving

Steep driveways on the North Shore and mid-island put car weight right on top of the wall — a surcharge the original builder may never have designed for.

  • The timber wall is rotting out

Railroad-tie and landscape-timber walls from the 1970s–90s building boom are reaching the end of their life all at once.

  • Water is pouring through the face

Hillside lots send runoff straight at the wall. Without a drainage zone, the wall holds back water as well as soil.

What makes Staten Island walls different.

Staten Island sits on two very different kinds of ground. The spine of the island — Grymes Hill, Emerson Hill, Todt Hill, Lighthouse Hill — is a ridge of serpentinite that reaches about 410 feet at Todt Hill, the highest natural point on the Atlantic coast south of Maine. Across the middle and south of the island, the Harbor Hill terminal moraine left a jumble of glacial sand, gravel and boulders. Both produce steep lots, and steep lots need walls: the North Shore ZIP code 10304 (Stapleton, Grymes Hill, Concord, north Todt Hill) has more permitted retaining-wall jobs and more Local Law 37–cited walls than any other ZIP code in New York City, and 10301 (St. George, Silver Lake) is second.

On the ridge, we plan around rock. Serpentinite often sits a few feet under the topsoil, which can mean pinning a footing to ledge rather than digging to a uniform depth, and it means hand-excavation where a machine can't reach. On moraine soil the problem is the opposite: mixed fill and boulders that drain unevenly, so the drainage zone behind the wall — clean crushed stone, filter fabric and a perforated pipe that daylights — matters more than the face material. On a moraine lot, a wall usually fails at the drainage long before the block or stone itself gives out.

Two land-use rules apply here that don't apply in most of the city. The Special Hillsides Preservation District (created in 1987) covers much of the North Shore hills, and the Special Natural Area District covers the Greenbelt (NA-1) and Shore Acres (NA-3). On qualifying sloped lots in those districts, regrading and new walls can need City Planning review before DOB will issue a permit, so we check the zoning map before we price a new wall. And because the island is a long drive from everything — we come in over the Verrazzano-Narrows Bridge and the Staten Island Expressway — we schedule Staten Island work in blocks, which keeps travel off your invoice.

Staten Island retaining wall questions.

Is my Staten Island retaining wall due for a Local Law 37 inspection in 2026?

If any part of the wall is 10 feet or taller and it fronts a public right-of-way — a sidewalk, street, alley or public stair — yes. Staten Island's Cycle 3 filing window runs January 1 to December 31, 2026. A Qualified Retaining Wall Inspector, who must be a New York–licensed engineer, inspects it and files the report with DOB within 60 days of the inspection.

How much does a retaining wall cost on Staten Island?

Published Staten Island figures put installed walls at about $21 to $64 per square foot of wall face (homeblue), and HomeAdvisor's Staten Island average for a retaining wall is about $6,000. One recent permitted segmental-block wall in Tottenville was filed with an estimated cost of $16,275. Height, drainage, access and whether the wall needs engineering move the price most.

Do I need City Planning approval for a wall in the Special Hillsides Preservation District?

Sometimes. On qualifying steep lots in the Hillsides district, and in the Greenbelt and Shore Acres Natural Area Districts, grading changes and new walls can require City Planning review before DOB issues a permit. We check the zoning map for your lot before we price the job, so the schedule includes any review time.

Who pays to fix a retaining wall between two Staten Island properties?

Under NYC Admin Code §28-305.1, a wall on the common lot line is the joint responsibility of both owners, half each. A wall entirely on one lot belongs to that owner, and the neighbor has to allow access for repairs. If you're not sure where the line runs, a licensed surveyor settles it.

How quickly can you get to Staten Island?

We schedule Staten Island visits in blocks and commit to a site visit within 3 business days of your call. If the wall is actively moving or has dropped material onto a sidewalk, tell us on the call. An Unsafe wall also has to be reported to 311, and we'll prioritize it.
