Grymes Hill Retaining Walls on the North Shore Slopes

A serpentinite hill above the harbor, a zoning district written for steep lots, and a 2026 Local Law 37 deadline for the walls along its winding streets.

NYC Retaining Walls is a licensed and insured retaining wall contractor that builds and repairs retaining walls on Grymes Hill and the surrounding North Shore: Silver Lake, Ward Hill, Sunnyside and St. George. This is the second most active area for retaining walls in the city: the West New Brighton–Silver Lake–Grymes Hill neighborhood ranks #2 of 262 citywide, and ZIP 10301 ranks #2 of 178, with 55 permitted wall jobs, 68 properties with an inspector-confirmed wall problem and 75 Local Law 37–cited lots since 2015 (NYC Open Data).

Common retaining wall problems on Grymes Hill.

  • Your LL37 report is due this year

Staten Island's Cycle 3 window closes December 31, 2026. Late filing costs $1,000 a month on top of $5,000 a year for failure to file.

  • The zoning district adds a step

On lots with an average slope of 10% or more, the Special Hillsides Preservation District rules can apply before DOB will permit a new wall.

  • A street-front wall is tipping

Tall walls hold houses and apartment buildings above winding streets. Lean, bulges and open joints at the sidewalk are LL37 problems as well as structural ones.

  • Runoff is coming straight down

Hillside lots send stormwater at the wall. Blocked weep holes turn a soil-retaining wall into a dam.

Why Grymes Hill walls come with paperwork.

Grymes Hill rises above the North Shore on the same serpentinite bedrock as Todt Hill, with Ward Hill and Silver Lake on its flanks and Wagner College on its crown. The buyer mix is wider than mid-island: in ZIP 10301, 56% of permitted wall jobs were on one- to three-family homes, and the rest were apartment buildings, co-ops and institutions on the slopes down toward St. George (NYC Open Data). The LL37-cited walls cluster on a few streets, chiefly Skyline Drive, Hygeia Place and Howard Avenue, where tall walls hold houses and buildings above the roadway. Those walls, 10 feet or taller and fronting a public right-of-way, are inside Staten Island's open window and need a Qualified Retaining Wall Inspector's report by December 31, 2026.

The zoning is the other Grymes Hill factor. The Special Hillsides Preservation District, created in 1987 to reduce erosion, landslides and stormwater runoff on the North Shore hills, covers much of this area. Lots with an average slope of 10% or more fall under its rules (ZR §119-20), and on those lots regrading and new walls can need City Planning review before DOB will issue a permit. Then the DOB rule applies as everywhere: walls 4 feet or taller from the top of the footing, or any wall with a surcharge, need a permit with plans by a PE or RA. We check the zoning map and slope for the lot before we price, so the schedule shows any review time. See our hillside retaining walls service for how terraced walls are designed on lots like these.

Grymes Hill retaining wall questions.

How much does a retaining wall cost on Grymes Hill?

Published Staten Island figures put installed walls at about $21 to $64 per square foot of wall face (homeblue), and HomeAdvisor's Staten Island average is about $6,000. Grymes Hill walls tend to sit at the high end because they are taller, often need engineering and a DOB permit, and can involve rock excavation. Our NYC working band for a rebuild is about $90 to $160 per linear foot.

Is my lot in the Special Hillsides Preservation District?

Many Grymes Hill, Ward Hill and Silver Lake lots are. The district covers much of the North Shore hills, and its rules bite on lots with an average slope of 10% or more. On those lots, regrading or building a new wall can need City Planning review before DOB issues a permit. We check the zoning map for your lot before we price the job.

Our Grymes Hill building has a tall wall on the street. Is it covered by Local Law 37?

If any part of it is 10 feet or taller and it fronts a public right-of-way, such as a sidewalk, street or public stair, yes. Height is measured from the ground in front of the wall to the top, including any fence that holds back material. The 2026 report must be filed by a Qualified Retaining Wall Inspector within 60 days of the inspection, and the window closes December 31, 2026.

Who pays for a wall between two Grymes Hill lots?

A wall on the common lot line is the joint responsibility of both owners, half each (Admin Code §28-305.1.1). A wall entirely on one lot is that owner's, and the neighbor must allow access for repairs. If one owner cut or filled the slope, that owner builds and maintains the wall at their own cost (§28-305.2). A licensed survey settles where the line is.
