Retaining Wall Contractor in Brooklyn for Rear Yards, Ridges and Rail Cuts
Rowhouse yards that step down a story, a glacial ridge from Green-Wood to Bay Ridge, and walls along the subway cuts. Our office is in Bushwick, so Brooklyn is home ground.
NYC Retaining Walls is a licensed and insured retaining wall contractor based in Brooklyn, at 27 Knickerbocker Ave in Bushwick, serving every neighborhood from Bay Ridge and Sunset Park to Park Slope, Flatbush and Bensonhurst. As a retaining wall contractor in Brooklyn, we work on a wall stock that is spread out rather than clustered: since 2015 the borough logged 399 permitted retaining-wall jobs, 587 properties with an inspector-confirmed wall problem and 411 tax lots cited under Local Law 37, yet no Brooklyn ZIP code reaches the citywide top 19 once single-block clusters are set aside (NYC Open Data).

Common retaining wall problems in Brooklyn.
-
The back wall faces a subway cut
Lots along the open cuts of the Brighton (B/Q) and Sea Beach (N) lines can carry tall walls that front a railroad, and a railroad counts as a public right-of-way under Local Law 37.
-
The rear-yard wall is shared
Rowhouse yards that step down from one lot to the next share walls on the lot line. Both owners split that cost half each (Admin Code §28-305.1.1).
-
It's past patching
Brick and concrete walls with through-cracks, rotated sections or no real footing are beyond repointing. A rebuild runs about $90–160 per linear foot in our NYC working band.

Brooklyn files in 2028
Brooklyn is last in Cycle 3: January 1 to December 31, 2028. In Cycle 1, 446 Brooklyn walls drew failure-to-file violations (DOB violation code RWNRF).

Brooklyn's walls follow the ridge and the rails.
Brooklyn's hills are one long glacial ridge. The Harbor Hill terminal moraine forms the high ground of Green-Wood Cemetery, Sunset Park and Bay Ridge, and Owl's Head Park still keeps the moraine's rolling shape; south of it the land flattens into outwash plain. On the ridge, streets climb, houses sit a half-story above the sidewalk, and rear yards step down from one block to the next, so walls do real work. Bay Ridge ZIP 11209 ranks #20 citywide, driven by 51 Local Law 37–cited lots, though 45% of them sit on one block near Shore Road; Sunset Park ZIP 11220 had 34 permitted wall jobs since 2015, 71% of them on one- to three-family homes (NYC Open Data). Moraine backfill is a mix of sand, gravel and cobbles, and most of these walls are brick, CMU or poured concrete with little drainage behind them, so a rebuild here is as much about the drainage zone and the footing as the face.
The rail cuts are the other Brooklyn pattern. In 2019, DOB issued violations to homeowners in Bensonhurst and Ditmas Park whose rear walls border the open subway cuts on the N, Q and B lines; after the MTA accepted maintenance of those walls, owners pressed to have the violations rescinded, and some were still waiting months later (THE CITY, November 2019; Brooklyn Eagle, December 2019). The pattern still shows in the data: Bensonhurst–Mapleton ZIP 11204 and Flatbush ZIP 11226 each have 84 LL37-cited lots, concentrated on blocks that appear to back onto the rail cuts, while 11204 has only 8 permitted wall jobs. If your wall faces tracks, find out who owns it first: a signed and sealed survey, submitted to DOB with form RWIP-11, can show the wall belongs to the railroad. Our guide to retaining walls next to a subway or railroad covers the steps.
Most Brooklyn jobs are also tight-access jobs. A rowhouse rear yard rarely has a machine route, so excavation is by hand, block and stone come through the house or over a neighbor's yard, and spoil leaves the same way. That makes access between neighbors a practical issue as much as a legal one. Under Admin Code §28-305.1.2, a neighbor must allow access to repair a wall that sits entirely on your lot; RPAPL §881 lets a court grant temporary access, and it was amended in December 2025, so talk to a lawyer before relying on it. Brooklyn also has the most complaints of any borough for bulging or cracked walls, 1,313 since 2015, though that DOB category mixes building walls with retaining walls. See our shared retaining wall service for how we price and schedule a wall two owners pay for.

Brooklyn retaining wall questions.
When is the Brooklyn Local Law 37 retaining wall deadline?
Brooklyn's Cycle 3 filing window runs January 1 to December 31, 2028. It covers walls 10 feet or taller at any point that front a public right-of-way, which includes sidewalks, streets and railroads. A Qualified Retaining Wall Inspector, who must be a New York–licensed engineer, files the report with DOB within 60 days of the inspection. The filing fee is $355, and the next window after 2028 is 2033.
How much does a retaining wall cost in Brooklyn?
HomeAdvisor's Brooklyn page puts the average retaining wall at about $6,000, with a low-to-high range of about $1,400 to $14,500. Angi's New York City figure is $35 to $90 per linear foot. Our NYC working bands, national guides times the RSMeans NYC index of 129.1, are about $90 to $160 per linear foot to rebuild and $20 to $45 per square foot of face for segmental block. Hand-carry access in a rowhouse yard adds labor.
My Brooklyn back wall faces subway tracks. Do I have to file under Local Law 37?
Only if the wall is yours. A railroad counts as a public right-of-way, so a wall 10 feet or taller facing the tracks is covered, but the owner files. If the transit agency owns or has accepted maintenance of the wall, submit a signed and sealed survey to DOB with form RWIP-11 to show it. If the wall is on your lot and the railroad hasn't assumed it, you file.
Who pays to fix a rear-yard retaining wall between two Brooklyn rowhouses?
If the wall is on the common lot line, both owners are jointly responsible and split the cost half each (Admin Code §28-305.1.1). If it is entirely on one lot, that owner pays and the neighbor must allow access. If one owner changed the grade, by digging out a yard or adding fill, that owner builds and maintains the wall at their own cost (§28-305.2). A licensed survey settles the line.
What if my Brooklyn neighbor won't let the crew in to repair the wall?
Start with a written request that names the work, the dates and the protection you'll provide. For a wall wholly on your lot, Admin Code §28-305.1.2 says the neighbor must allow access for repairs. If they still refuse, RPAPL §881 lets a court grant temporary access; it was amended in December 2025, so speak with a lawyer about the current text before you file. We can supply the scope and schedule your lawyer needs.
