How Much Does a Retaining Wall Cost in NYC? (2026 Prices)

Real price ranges by material, three worked examples, and the NYC-specific costs — permits, engineering, access — that national averages leave out.

Short answer

A new retaining wall in NYC typically costs about $20 to $65 per square foot of wall face, installed — roughly $2,400 to $7,800 for a wall 40 feet long and 3 feet high. Natural stone can reach about $120 per square foot. Walls 4 feet or taller add an engineer and a DOB permit.

Key facts

  • Segmental block: ~$20–$45 per sq ft of face. Poured concrete: ~$26–$65. Natural stone: ~$26–$120.
  • NYC runs about 29% above the national average (RSMeans City Cost Index 129.1).
  • Walls 4 ft+ from the top of the footing, or carrying a surcharge, need a DOB permit and stamped plans (1 RCNY §101-14).
  • Walls 10 ft+ fronting a public right-of-way also carry Local Law 37 inspection and filing costs every 5 years.

NYC Retaining Walls prices retaining walls by the square foot of wall face — length times exposed height — because that’s what drives material, labor, drainage stone and footing size. The ranges below take published 2026 cost-guide figures and adjust them to New York City using the RSMeans City Cost Index, where NYC sits at 129.1 against a national baseline of 100. Retaining wall cost in NYC by material

Wall type National range (per sq ft of face) NYC range (×1.29, rounded) Best for
Segmental block $15–$35 (HomeGuide) $20–$45 Yards, terraces, replacing timber walls
Poured concrete $20–$45 (HomeGuide); $30–$50 (HomeAdvisor) $26–$65 Tall walls, driveways, tight lots
Natural stone $20–$95 (HomeGuide) $26–$120 Matching older stone walls, visible front yards
Timber / railroad tie $15–$30 (HomeAdvisor) $20–$40 Rarely worth building new — see below
Gabion (wire baskets of stone) $10–$40 (HomeGuide) $13–$52 Slopes and drainage-heavy sites

Timber is cheap up front and short-lived: most of the work in that row is replacing failed railroad-tie walls, not building new ones. Our concrete vs. block guide compares the two most common choices in detail.

Three worked examples

These use the NYC ranges above and assume normal access and no unusual soil.

  1. Garden wall, 30 ft × 3 ft, segmental block. 90 sq ft of face × $20–$45 = about $1,800–$4,050. Under 4 feet with nothing loading it, so no DOB permit.
  2. Wall replacing old railroad ties, 60 ft × 4 ft, segmental block. 240 sq ft × $20–$45 = about $4,800–$10,800, plus removing and disposing of the old timbers. At 4 feet from the top of the footing, it needs a DOB permit and stamped plans.
  3. Driveway wall, 50 ft × 5 ft, poured concrete. 250 sq ft × $26–$65 = about $6,500–$16,250, plus engineering and the DOB filing. A driveway is a surcharge, so it needs a permit at any height.

For a real-world reference point, a permitted segmental-block retaining wall on Cole Street in Tottenville, Staten Island, was filed with DOB at an estimated job cost of $16,275.

What makes NYC retaining walls cost more

The 29% city cost premium is only part of it. Four NYC conditions move the price more than the choice of block or concrete:

  • Access. A wall at the curb is easy. A rear-yard wall behind a Brooklyn rowhouse, where block, stone and excavated soil go through the house or down a shared alley by hand, can cost noticeably more for the same square footage.
  • Disposal. Removing an old wall means hauling concrete, stone or creosote-treated ties. Containers placed on the street need a DOT permit, usually arranged by the carting company.
  • Rock and fill. Staten Island’s serpentinite ridge and the rock ledges of the Bronx and upper Manhattan can mean drilling or pinning a footing to rock. Old urban fill can hide debris that has to come out before a footing goes in.
  • Drainage. A proper drainage zone — clean crushed stone, filter fabric and a perforated pipe that daylights — is part of every price here, not an add-on. Skipping it is the most common reason walls fail early; see retaining wall drainage repair.

Permit, engineering and filing costs

Under 1 RCNY §101-14, a wall under 4 feet (measured from the top of the footing) that supports no surcharge doesn’t need a DOB permit. Anything taller, or any wall holding up a driveway, building or sloped ground, needs a permit with plans filed by a licensed engineer or architect. Nationally, HomeAdvisor puts retaining-wall engineering at $350–$750 for walls over 4 feet; adjusted for NYC, plan on roughly $450–$970 as a starting point, plus DOB filing and permit fees. Our permit guide explains exactly when a filing is required.

If the finished wall will be 10 feet or taller and front a public right-of-way, it falls under Local Law 37: a five-year inspection by a Qualified Retaining Wall Inspector and a $355 DOB filing fee each cycle. See the inspection cost guide.

New wall, repair, or replacement?

If you already have a wall, a new-wall price may not be the number you need. Minor repairs in NYC typically run about $325–$1,600, and anchoring a leaning section about $75–$105 per linear foot — often far less than a rebuild. Compare the options in the repair cost guide and the replacement cost guide, or see what retaining wall installation includes.

How to get an accurate number

Measure the wall’s length and its exposed height at the tallest point, note what sits above it (lawn, driveway, patio, a building), and take photos of the face and the top. With those, the cost estimator narrows the range, and a site visit turns it into a written, line-item price.

Bottom line

Budget $20–$65 per square foot of wall face for a new retaining wall in NYC, add engineering and permit costs once the wall reaches 4 feet or carries a driveway, and expect access to swing the price more than the material does. For a written, line-item number on your wall, call (718) 555-0100.

Frequently asked questions.

How much does a 4-foot retaining wall cost in NYC?

At 4 feet of exposed height, every 10 feet of wall is about 40 square feet of face, so roughly $800 to $1,800 in segmental block or $1,050 to $2,600 in poured concrete, before engineering. A 4-foot wall measured from the top of the footing also needs a DOB permit and plans from a licensed engineer or architect, which adds to the total.

Is a retaining wall cheaper per linear foot or per square foot?

Contractors price by square foot of wall face because height drives the cost: a 6-foot wall needs a deeper footing, more reinforcement and more drainage stone than a 2-foot wall of the same length. HomeAdvisor's figures show this clearly — about $40 to $200 per linear foot for a 2-foot wall but about $360 per linear foot for a 6-foot wall, nationally.

Does the city charge a fee for retaining walls?

There's no fee for having a wall. Walls that need a DOB permit pay DOB filing and permit fees through the engineer's filing. Walls covered by Local Law 37 — 10 feet or taller and fronting a public right-of-way — pay a $355 DOB filing fee each time the five-year inspection report is filed, plus the inspector's own fee.
