Bronx Retaining Wall Contractor for Rock-Cut, Apartment and Hillside Walls

Gneiss ridges, prewar walls built against blasted rock, and more Local Law 37 enforcement than any other borough in the city.

NYC Retaining Walls is a licensed and insured retaining wall contractor working across the Bronx, from Riverdale and Kingsbridge down the Grand Concourse ridge to Highbridge and Mount Hope, and east to Wakefield, Eastchester and Throgs Neck. A retaining wall contractor in the Bronx works on the most heavily cited wall stock in New York: since 2015 the borough has logged 848 properties with an inspector-confirmed retaining wall problem and 617 tax lots cited for not filing a Local Law 37 report, both the highest of any borough, and Bronx ZIP 10456 ranks #3 citywide for combined wall activity (NYC Open Data: DOB job filings, complaints, DOB and ECB violations, 2015–2026).

Common retaining wall problems in the Bronx.

  • There's a violation on the wall

The Bronx has 1,206 ECB violations for retaining wall conditions since 2015, the most in the city (NYC Open Data). An Unsafe rating has to be corrected within 90 days of the report.

  • The 2024 LL37 report never got filed

The Bronx Cycle 3 window closed December 31, 2024. Under the current rule, failure to file is $5,000 a year and late filing adds $1,000 a month (1 RCNY §103-09, amended March 2025).

  • Old stone against rock is letting go

Many Bronx walls are mortared rubble laid against blasted gneiss. Open joints, missing stones, white efflorescence and water seeping from the face are the early warnings.

  • One wall, several buildings

Apartment rows on the ridges often share one long wall. On a common lot line each owner carries half the cost (Admin Code §28-305.1.1), and each owner pays its own $355 DOB filing fee.

Bronx ground, Bronx walls, Bronx enforcement.

The western Bronx is built on rock. Ridges of Fordham gneiss carry Riverdale above the Hudson and the Grand Concourse along its spine, while the softer Inwood marble has worn down into lowlands such as Marble Hill. When the streets and apartment blocks went up, builders cut into those ridges and laid walls of coursed rubble, brick or concrete against the cut faces, often with a full story or more of grade change behind them. The city's aerial planimetric map records 1,274 retaining wall features in the Bronx, second only to Queens (NYC Open Data). On a rock-backed wall the failure is usually water, not soil: groundwater travels along joints in the gneiss, hits the back of the wall, and leaves through cracks and open mortar joints if the weep holes are blocked. So before we price a repair we find where the water comes out, check whether the wall bears on rock or on fill, and decide between repointing, rebuilding a section, or tieback anchors drilled into sound rock.

Enforcement is the other Bronx story. The borough had 640 Cycle 1 failure-to-file violations, more than any other (DOB violation code RWNRF), and six of the twelve busiest retaining wall ZIP codes in the city are in the West Bronx: 10456, 10457, 10468, 10458, 10453 and 10452. These are mostly apartment and institutional walls; in 10452 (Highbridge and the Concourse) only 8% of permitted wall jobs were on one- to three-family homes. The cost of letting an order sit is documented. On January 10, 2024, a 150-foot section of wall on Anthony Avenue in Tremont–Mount Hope collapsed through an auto shop; full vacate orders went to 1756, 1758 and 1760 Anthony Avenue, a partial vacate had been in place since November 23, 2020, and DOB said the owners never filed repair applications (Bronx Times). An Unsafe condition has to be made safe, permitted and repaired, with an amended report filed after the work.

Two other parts of the borough need different handling. Riverdale falls largely inside Special Natural Area District NA-2, where site alteration on qualifying lots needs City Planning review before DOB will issue a permit, so we check the zoning map before we price new walls or regrading there. The Northeast Bronx, from Wakefield to Baychester, is homeowner country: in 10469, 71% of permitted wall jobs were on one- to three-family homes, and LL37 citations are few, a sign that most walls there sit below the 10-foot line. Those are driveway walls, side-yard walls and walls shared with the neighbor. The rule that matters there is the permit line: a wall 4 feet or taller from the top of the footing, or one carrying a driveway or sloped backfill, needs a DOB permit with plans by a PE or RA (1 RCNY §101-14).

The Bronx retaining wall questions.

My Bronx retaining wall missed the 2024 Local Law 37 window. What happens now?

The report is now late, and penalties keep running until it is filed. Under 1 RCNY §103-09 as amended March 2025, failure to file carries $5,000 a year and late filing an added $1,000 a month. The fix is the same as on time: hire a Qualified Retaining Wall Inspector, a New York–licensed engineer, file within 60 days of the inspection, and pay the $355 fee. We can connect you with an independent QRWI and repair to the report.

How much does retaining wall work cost in the Bronx?

No published price is specific to the Bronx. Angi's New York City figure is $35 to $90 per linear foot, wall type unspecified. Our NYC working bands, national cost guides times the RSMeans NYC index of 129.1, rounded, are about $325 to $1,600 for a minor repair, $75 to $105 per linear foot for anchoring, $90 to $160 per linear foot to rebuild, and $450 to $970 for engineering. Rock, access and violation deadlines move Bronx prices most.

Do I need a DOB permit to rebuild a retaining wall in the Bronx?

Yes, if the wall is 4 feet or taller measured from the top of the footing, or if it supports a surcharge such as a driveway, a building or sloped backfill (1 RCNY §101-14). Those walls need plans by a PE or RA and a DOB permit. In Riverdale's Natural Area District, City Planning review can come first. We coordinate the filing and build to the stamped plans.

Who pays for a retaining wall shared by two Bronx apartment buildings?

If the wall sits on the common lot line, both owners are jointly responsible and split the cost half each (Admin Code §28-305.1.1). If it sits entirely on one lot, that owner is responsible, and the neighbor must allow access for repairs. For an LL37 wall, each owner files and pays its own $355 fee, even when one report covers the whole wall. A licensed survey settles where the line runs.

A Bronx retaining wall is bulging over the sidewalk. What should I do?

Keep people away from the base and call 311 now. A wall that is bulging, shedding stone or cracking over a public sidewalk can be Unsafe, and owners and inspectors must report Unsafe walls to DOB through 311. Then call us. We prioritize active movement, can arrange temporary protection, and schedule the engineer and permit for a lasting repair so the Unsafe condition is corrected within 90 days.
