Common retaining wall problems in Riverdale.

  • The old stone wall is opening up

Mortared and dry-laid stone walls under older houses lose joints, shed stones and bulge where roots and water get in.

  • The co-op wall missed its window

The Bronx filed in 2024. A tall wall below a building on a public street that wasn't reported now carries $5,000 a year plus $1,000 a month in penalties.

  • Site work needs City Planning first

Qualifying lots in Natural Area District NA-2 need City Planning review of site alteration before DOB will permit a new wall or regrading.

  • Water is coming through the rock

Groundwater runs along joints in the gneiss and comes out behind the wall. Blocked weep holes push it through the face.

Riverdale's walls sit on rock and review.

Riverdale stands on a ridge of Fordham gneiss that drops steeply west to the Hudson and south to Spuyten Duyvil Creek. The ridge carries two kinds of wall. On the slope above the Henry Hudson Parkway and along Kingsbridge Terrace and Bailey Avenue, tall walls hold apartment buildings and co-ops above the street; many of those are Local Law 37 walls, and the 10463 side has more cited lots (59) than 10471 (25). On the residential side, in Fieldston and the streets around Wave Hill, older detached houses sit on stone walls of gneiss, often laid against the rock itself. About half the permitted work here is on one- to three-family homes (48% in the Riverdale–Spuyten Duyvil neighborhood), and the city's aerial map shows 126 retaining wall features in 10471 and 120 in 10463 (NYC Open Data). On stone, we match the stone and the mortar to the old wall; on rock, we look for where the water exits before we choose repointing, a rebuilt section or anchors into sound rock.

Much of Riverdale is inside Special Natural Area District NA-2, one of four natural area districts in the city. On qualifying lots, site alteration, including regrading and new walls, needs City Planning review before DOB will issue a permit, so we check the zoning map before we price any new wall or terrace. The DOB rule applies on top: walls 4 feet or taller from the top of the footing, or carrying a driveway or sloped backfill, need a permit with plans by a PE or RA (1 RCNY §101-14). For LL37 walls, the Bronx window closed December 31, 2024, and the next is 2029. Co-op boards with an unfiled or SREM wall can start with our Local Law 37 guide; the Bronx borough page covers the rest of the borough.

Riverdale retaining wall questions.

How much do retaining walls cost in Riverdale?

No Riverdale-specific price is published, so we use NYC working bands: national cost guides times the RSMeans NYC index of 129.1, rounded. A natural stone wall runs about $26 to $120 per square foot of face, a minor repair such as repointing about $325 to $1,600, and a rebuild about $90 to $160 per linear foot. Rock excavation, matching old stone, and engineering at about $450 to $970 move Riverdale prices most.

Is my Riverdale lot in the Natural Area District?

Many are. Special Natural Area District NA-2 covers much of Riverdale, and on qualifying lots it requires City Planning review of site alteration, including regrading and new retaining walls, before DOB issues a permit. Repairing an existing wall in place is usually simpler than building a new one. We check the zoning map for your lot before we price the work.

Our Riverdale co-op's wall wasn't filed in 2024. What should the board do?

File now, because the report is late and penalties keep running. Under the current rule, failure to file is $5,000 a year and late filing adds $1,000 a month. The board needs a Qualified Retaining Wall Inspector, a New York–licensed engineer, to inspect and file within 60 days, with the $355 DOB fee. We can connect you with an independent QRWI and price the repairs the report calls for.

Can an old stone wall in Fieldston be repaired instead of replaced?

Often, yes. If the wall is still in plane, sitting on a sound base and draining, repointing open joints and resetting loose stones usually does it. If it bulges, has rotated or has lost its footing, the section needs to be taken down and rebuilt, ideally with the original stone. An engineer decides when the wall is 4 feet or taller or carries a surcharge.
