Common retaining wall problems in Whitestone.

  • The driveway wall is failing

Driveways that drop below the street carry cars right behind the wall, a surcharge that needs a DOB permit and engineered plans at any height.

  • The slope wall is leaning out

On lots that fall toward the water, the back-yard wall holds the whole yard. Wet backfill and no drainage tip it forward.

  • The side-yard wall is shared

Walls between neighboring houses often sit on the lot line, where both owners split the cost half each (Admin Code §28-305.1.1).

  • Storm water pours over the top

Heavy storms send runoff from the street and the lots above straight at the wall. Weep holes and a drain pipe give it a way out.

Whitestone's walls hold the yard above the water.

Whitestone sits on the north shore of Queens where the land falls toward the East River and Little Bay. Along the shore in Malba and Beechhurst, houses sit above the water on yards that step down toward it; inland, driveways and side yards are cut into the grade between neighbors. The housing is detached and semi-detached one- to three-family homes, which is exactly what the data shows: 94% of permitted wall jobs in 11357 were on those homes, and the Whitestone–Beechhurst neighborhood ranks #26 of 262 citywide (NYC Open Data). Distress outweighs compliance by a wide margin, 40 problem properties against 6 LL37-cited lots, so the work here is mostly fixing walls that are cracking, leaning or shedding water, not filing reports. We build upland retaining walls, not bulkheads or seawalls at the water's edge.

On these lots the drainage decides how long a wall lasts. A wall at the low side of a yard collects the runoff from everything above it, and storms push that to the limit: during Hurricane Ida on September 1, 2021, Central Park recorded 3.15 inches of rain in one hour, and on September 29, 2023, nearby JFK took 8.65 inches in a day (AP). We build every wall with a drainage zone of ¾-inch clean stone, filter fabric and a perforated pipe that daylights, and we size the footing to the soil we find. A wall 4 feet or taller from the top of the footing, or one with a driveway or sloped yard above it, needs a DOB permit with plans by a PE or RA (1 RCNY §101-14). See our driveway retaining walls service and the Queens borough page.

Whitestone retaining wall questions.

How much does a retaining wall cost in Whitestone?

No Whitestone price is published, so we use NYC working bands: national cost guides times the RSMeans NYC index of 129.1, rounded. Segmental block runs about $20 to $45 per square foot of face, poured concrete about $26 to $65, and a drainage retrofit about $90 to $115 per square foot. Angi's New York City figure is $35 to $90 per linear foot. Driveway walls usually add engineering at about $450 to $970.

Do you build seawalls or bulkheads on Whitestone waterfront lots?

No. We build and repair upland retaining walls: the walls that hold yards, driveways and slopes above the shoreline. Bulkheads and seawalls at the water's edge are marine structures with their own waterfront permits and specialist contractors. If your lot has both, we can work on the upland walls and coordinate with whoever handles the shoreline structure.

My Whitestone driveway wall is only 3 feet tall. Does it need a permit?

Probably yes. The exemption in 1 RCNY §101-14 covers walls under 4 feet, measured from the top of the footing, only when they carry no surcharge. A driveway beside or above the wall loads it, so the wall needs a DOB permit with plans by a PE or RA. We coordinate the engineer and the filing and build to the stamped plans.

Who pays for a retaining wall between two Whitestone houses?

If the wall sits on the common lot line, both owners are jointly responsible and split it half each (Admin Code §28-305.1.1). If it sits entirely on one lot, that owner is responsible and the neighbor must allow access for repairs. If one owner changed the grade, that owner builds and maintains the wall at their own cost (§28-305.2). A licensed survey settles the line.
