NYC Retaining Walls is a licensed and insured retaining wall contractor that repairs walls to the inspector’s report in all five boroughs, and the Queens retaining wall filing window 2027 is the next Local Law 37 deadline on the calendar. Under 1 RCNY §103-09, Queens owners of covered walls file their Cycle 3 inspection report between January 1 and December 31, 2027 (DOB service notice, October 2024). The window comes back every fifth year, so the one after that is 2032.
Staten Island’s window closes December 31, 2026. Queens is next, then Brooklyn in 2028.
Who has to file
You’re covered if you own a retaining wall that is 10 feet or taller at any point and fronts a public right-of-way: a street, sidewalk, alley, public driveway, railroad or other public place. Height is measured from the ground in front of the wall to the top, including any parapet or fence that holds back soil. Basement and vault walls that are part of a building don’t count.
The report must come from a Qualified Retaining Wall Inspector (QRWI): a NYS-licensed professional engineer with three years of retaining wall experience, approved by DOB. A registered architect can’t sign it, and neither can a contractor. If a wall sits on a shared lot line, each owner pays the filing fee even when one report covers the wall; see who is responsible for a wall between neighbors. The Local Law 37 requirements guide covers edge cases like walls that only retain part of their height.
What missing it costs
The amended rule, in effect since March 23, 2025, set these penalties:
| Item | Amount |
|---|---|
| DOB filing fee, initial report | $355 |
| Amended report / extension request | $130 / $260 |
| Failure to file | $5,000 per year |
| Late filing | +$1,000 per month after December 31, 2027 |
| Failure to correct an Unsafe condition | $1,000 per month, prorated daily |
| SREM not corrected, later reported Unsafe | $2,000 one-time |
DOB’s web page still shows older, lower amounts; the rule controls. Our post on the 2025 rule changes explains the difference. There’s no published price for the inspection itself; the inspection cost guide lists what drives it.
Why Queens walls deserve the lead time
Non-filing is common here. NYC Open Data shows 475 Queens buildings cited for failing to file the Cycle 1 report (DOB Violations, code RWNRF) — second only to the Bronx. Queens also has the most mapped retaining walls of any borough in the city’s planimetric layer, 1,568, and the most permitted retaining wall jobs since 2015.
The north shore sits on the terminal moraine. The glacial ridge that runs through Douglaston, Little Neck, Bayside and Forest Hills makes for steep lots and tall walls along streets. Our pages for Douglaston and Little Neck, Jamaica Estates and Whitestone cover the local ground.
Southeast Queens has a water problem. The water table has risen since Jamaica Water Supply stopped pumping in 1996 (NYC Mayor’s Office; THE CITY, 2024). Groundwater and heavy rain — Ida put 3.15 inches in one hour on Central Park on September 1, 2021, and JFK took 8.65 inches on September 29, 2023 — mean more hydrostatic pressure behind walls, and drainage findings in reports. Retaining wall drainage repair covers the fix.
A timeline that leaves room for repairs
Late 2026: confirm and prepare.
- Check whether DOB flags your property as having a covered wall (it appears on the BIS Property Profile).
- Find your last report and any open violations.
- If ownership of a lot-line wall is unclear, get a licensed survey now.
- Choose a QRWI from DOB’s list, or ask us to connect you with an independent one.
Early 2027: inspect. The report must be filed within 60 days of the inspection. Ask your QRWI how inspection timing fits that rule and the window.
Spring–summer 2027: file and repair. A Safe or minor-repair rating closes out the cycle. An SREM rating means repairs or monitoring, generally within a year. An Unsafe rating means immediate notice to DOB through 311 and correction within 90 days, then an amended report.
By December 31, 2027: everything filed. Starting early is what keeps a repair from colliding with the deadline — especially for a wall that needs engineering and a DOB permit.
How we help
We repair to the QRWI’s report; we don’t sign it. Our retaining wall inspection service coordinates with an independent QRWI, and retaining wall violation repair handles SREM and Unsafe findings. Queens owners can also see the Queens service area page, or book a free site visit to get a repair price in hand before the window opens.
