## Whitestone's walls hold _the yard above the water._

Whitestone sits on the north shore of Queens where the land falls toward the East River and Little Bay. Along the shore in Malba and Beechhurst, houses sit above the water on yards that step down toward it; inland, driveways and side yards are cut into the grade between neighbors. The housing is detached and semi-detached one- to three-family homes, which is exactly what the data shows: 94% of permitted wall jobs in 11357 were on those homes, and the Whitestone–Beechhurst neighborhood ranks #26 of 262 citywide (NYC Open Data). Distress outweighs compliance by a wide margin, 40 problem properties against 6 LL37-cited lots, so the work here is mostly fixing walls that are cracking, leaning or shedding water, not filing reports. We build upland retaining walls, not bulkheads or seawalls at the water's edge.

On these lots the drainage decides how long a wall lasts. A wall at the low side of a yard collects the runoff from everything above it, and storms push that to the limit: during **Hurricane Ida on September 1, 2021**, Central Park recorded 3.15 inches of rain in one hour, and on **September 29, 2023**, nearby JFK took 8.65 inches in a day (AP). We build every wall with a drainage zone of ¾-inch clean stone, filter fabric and a perforated pipe that daylights, and we size the footing to the soil we find. A wall **4 feet or taller from the top of the footing**, or one with a driveway or sloped yard above it, needs a DOB permit with plans by a PE or RA (1 RCNY §101-14). Probably yes. The exemption in 1 RCNY §101-14 covers walls under 4 feet, measured from the top of the footing, only when they carry no surcharge. **### Who pays for a retaining wall between two Whitestone houses?**
