## Why Grymes Hill walls _come with paperwork._

Grymes Hill rises above the North Shore on the same **serpentinite** bedrock as Todt Hill, with Ward Hill and Silver Lake on its flanks and Wagner College on its crown. The buyer mix is wider than mid-island: in ZIP 10301, 56% of permitted wall jobs were on one- to three-family homes, and the rest were apartment buildings, co-ops and institutions on the slopes down toward St. George (NYC Open Data). The LL37-cited walls cluster on a few streets, chiefly **Skyline Drive, Hygeia Place and Howard Avenue**, where tall walls hold houses and buildings above the roadway. Those walls, 10 feet or taller and fronting a public right-of-way, are inside Staten Island's open window and need a Qualified Retaining Wall Inspector's report by **December 31, 2026**.

The zoning is the other Grymes Hill factor. The **Special Hillsides Preservation District**, created in **1987** to reduce erosion, landslides and stormwater runoff on the North Shore hills, covers much of this area. Lots with an average slope of 10% or more fall under its rules (ZR §119-20), and on those lots regrading and new walls can need City Planning review before DOB will issue a permit. Then the DOB rule applies as everywhere: walls **4 feet or taller from the top of the footing**, or any wall with a surcharge, need a permit with plans by a PE or RA.
