Short answer

Replacing a retaining wall in NYC typically costs about $90 to $160 per linear foot to tear out and rebuild, or about $20 to $65 per square foot of wall face for the new wall plus demolition. Walls 4 feet or taller add engineering of roughly $450 to $970 and DOB filing fees.

Key facts

- Rebuild: about $90–$160 per linear ft in NYC (Fixr $70–$125 × RSMeans NYC index 129.1).
- Full wall replacement: Fixr's national $3,500–$10,000 is about $4,500–$12,900 in NYC.
- New wall face: block ~$20–$45, poured concrete ~$26–$65, natural stone ~$26–$120 per sq ft.
- Lot-line walls are split 50/50 between owners unless they agree otherwise (Admin Code §28-305.1.1).

[NYC Retaining Walls](https://nycretainingwalls.com/) is a licensed and insured retaining wall contractor that prices a replacement as three separate jobs: taking the old wall out, building the new one, and the engineering and permits in between. Retaining wall replacement cost in NYC starts at about **$90–$160 per linear foot** for a straightforward rebuild, using Fixr’s national $70–$125 multiplied by the RSMeans City Cost Index for New York City (**129.1**) and rounded. Fixr’s national range for replacing a whole wall, $3,500–$10,000, works out to **about $4,500–$12,900** here. ## What goes into retaining wall replacement cost in NYC

| Line item | NYC estimate | Source and notes |
| --- | --- | --- |
| Demolition and disposal | Varies with material and access | Concrete, stone and creosote ties all haul differently; a street container needs a DOT permit |
| New wall — segmental block | ~$20–$45 per sq ft of face | HomeGuide $15–$35 × 1.29 |
| New wall — poured concrete | ~$26–$65 per sq ft of face | HomeGuide $20–$45; HomeAdvisor $30–$50 |
| New wall — natural stone | ~$26–$120 per sq ft of face | HomeGuide $20–$95 |
| Footing | ~$40–$130 per linear ft | HomeAdvisor $30–$100 × 1.29 |
| Engineering (walls 4 ft+ or surcharged) | ~$450–$970 | HomeAdvisor $350–$750 × 1.29, plus DOB fees |
| Drainage zone | Included in every price above | Clean stone, filter fabric, perforated pipe |

## Three worked examples

1. **60-foot railroad-tie wall, 3 feet high, replaced with block.** 180 sq ft of face × $20–$45 = **about $3,600–$8,100**, plus removing and disposing of the ties. Under 4 feet with nothing loading it, so no permit. See [railroad tie retaining wall replacement](https://nycretainingwalls.com/railroad-tie-retaining-wall-replacement/).
2. **50-foot concrete wall along a driveway, 4 feet high.** 200 sq ft × $26–$65 = **about $5,200–$13,000**, plus demolition, engineering and the DOB filing. A driveway is a surcharge, so it needs a permit regardless of height; see [driveway retaining walls](https://nycretainingwalls.com/driveway-retaining-walls/).
3. **25-foot failed section of a longer stone wall.** 25 linear feet × $90–$160 = **about $2,250–$4,000** to rebuild in place, more if new stone has to be sourced to match.

## What makes replacement cost more than a new wall?

Tear-out is the difference. A failed wall is still holding soil, so the excavation behind it has to be staged and sometimes shored while the old wall comes down. Debris is heavier than new material and leaves the site the same way new material arrives — through the driveway, the alley or, behind many Brooklyn and Queens rowhouses, by hand. Old fill behind the wall can hide brick, concrete and other debris that has to come out before a new footing goes in, and the rock ledges of the Bronx, upper Manhattan and Staten Island’s serpentinite ridge can mean pinning the footing to rock.

Height adds a long-term cost too. If the new wall will be **10 feet or taller and front a public right-of-way**, it enters the Local Law 37 program: under 1 RCNY §103-09, its first inspection report is due five years after the first work permit if that falls in the borough’s filing window, otherwise in the next window, with a **$355** DOB filing fee each cycle. The [inspection cost guide](https://nycretainingwalls.com/guide/retaining-wall-inspection-cost-nyc/) explains what drives the inspector’s fee.

## How are multi-owner, co-op and HOA walls paid for?

A long wall behind several houses, or under a co-op’s grounds, is usually the most expensive wall on the block and the hardest to fund. Between separate lots, NYC Admin Code §28-305.1.1 makes a wall on the common lot line a joint responsibility, **half each**, unless the owners agree otherwise. In _230-79 Equity Corp. v. Mancuso_ (2d Dept 2012), the court apportioned repair costs among the lots touching the damaged section. In 2011, DOB declared a roughly 10-foot wall shared by **11 buildings** in Inwood unsafe and said everyone abutting it was responsible (DNAinfo).

Inside a co-op, condo or HOA, the governing documents decide how a common wall is assessed. Practical steps that keep the split clean: one survey, one engineer’s report covering the whole wall, one contract with each owner’s share written in, and a single DOB filing. Our [shared retaining wall repair](https://nycretainingwalls.com/shared-retaining-walls/) page covers the paperwork, and the [neighbors guide](https://nycretainingwalls.com/guide/who-is-responsible-for-retaining-wall-between-neighbors-nyc/) explains who owns what.

## Is replacement the right call?

Replace when the wall is rotating at the footing, sliding, or built of material at the end of its life, such as timber. If the body of the wall is sound and it’s only leaning, anchoring at about $75–$105 per linear foot may cost far less; compare in the [repair vs. replacement guide](https://nycretainingwalls.com/guide/retaining-wall-repair-vs-replacement/). Bottom line

A retaining wall replacement in NYC is priced as demolition plus a new wall plus engineering and permits, and access and disposal swing the total as much as the material does. For a written, line-item replacement price, [(718) 555-0100](tel:+17185550100).

## Frequently asked _questions._

**### Does a replacement retaining wall need a permit in NYC?**

If the new wall will be 4 feet or taller, measured from the top of the footing, or will hold up a driveway, a building or sloped ground, yes. 1 RCNY §101-14 requires a DOB permit with plans by a licensed engineer or architect. Lower walls with nothing loading them are exempt, but they still need proper drainage to last.

**### Can I reuse the old stone or block?**

Sometimes. Sound natural stone can often be cleaned and relaid, which helps a rebuilt wall match the neighborhood and cuts material cost. Old segmental block can be reused if the units aren't cracked and the system is still made. Railroad ties and rotted timber can't be reused and need to be hauled away and disposed of properly.

**### How is a retaining wall replacement split in a co-op or HOA?**

The building's or association's governing documents decide how a common wall is charged to owners. Between separate lots, NYC Admin Code §28-305.1.1 splits a wall on the common lot line 50/50 unless the owners agree otherwise, and in one 2012 case a New York appeals court apportioned repair costs among the lots touching the damaged section. A shared engineer's report and one contract keep the split clean.
